MR. CARTER:  Well, I think the central challenge for India remains the fundamental goal of reducing poverty.  India's made enormous progress in the last decade or so, but it's still one-quarter of the population, nearly 300 million people, who live in poverty.  And I think continuing the decline and eliminating poverty is clearly the key challenge.
