Could you say a few words about the consultation process that went into
the formulation of this strategy?

We started with a series of discussions
with our counterpart in the Ministry of Finance and with sector ministries. We
did a substantial client survey with over a thousand respondents. As soon as we had a strong draft, we put it
on our web page, inviting the general public to give their comments, and we
then held consultation meetings with a cross-section of representatives of
NGOs, academia, the press, and the business community in four cities in India
to really have a direct debate of some of the key issues. And I think between
them those different ingredients have all been quite important in shaping our
work.
For example, the client
survey made very clear a general view that they felt that the Bank needs to do
more in the area of infrastructure, and that indeed is one of the key features.
But I think we've got some extremely
helpful inputs from the consultation process, where we've been able to really
benefit from the perceptions and the wisdom of people outside the World Bank
who see our work sometimes differently from the way we do.
