How is the Bank planning on keeping a balance between its assistance to
those states and the rest of the union? Is there a choice that needs to be
made?

There
are 12 states which between them account for over 90 percent of people in
poverty in India, 12 out of 28. So we
think that it makes sense for us to particularly focus some of our advisory
work in support of reform in most of those states.
There are some of those states which
are particularly institutionally weak, and we want to make a special effort to
provide support to the weakest of the poor states through activities aimed at
institution building and at helping the states develop the capacity to
implement development projects more effectively.
