About $1 billion people now live on less than $1/day, and 2 billion live on less than $2/day. If economic growth rates in developing countries are sustained, global poverty will fall to 10% by 2015 - a striking success. But more than 600 million people will still be trapped in poverty in 2015, most of them in Sub-Saharan Africa and South Asia. Many countries failing to benefit (fragile states)  and for others, sources of growth are unsustainable (destruction of natural resources). How do we measure this objective? MDGs are 8 goals, 18 targets, measured by 48 indicators  to be measured in more than 200 countries and territories& tells you how complex the measurement of poverty is. If the number of girls going to schools increases, but the number of people with access to clean water does not go up  have we addressed poverty? Complex in its conceptualization, immense in its scale and difficult to measure. Determinants - Even if we could get a handle on what poverty is and how to measure it, its causes and solutions are equally elusive. We know that poverty is a multi-faceted issue  includes education, health, good governance, basic infrastructure, etc. But there is no simple formula to put all these pieces together. We know it has a lot to do with growth of the economy, and believe that significant reductions in poverty in recent years are linking to expansion of the global economy  unprecedented expansion  but know it has other more incipient causes as well. Good governance  good leadership  transparency, lack of corruption - law and order with a country - avoidance of conflict, and of course good investment in public services  health, education and social safety nets. Tools  financial resources, technical advice, policy guidance, international experience, research. Constraints  Even if we knew how to measure what we are after  and even if we knew the causes and solutions to get to those targets, the Bank has instruments which are indirect in their application. Results of World Bank activities depend primarily on the country s own performance  the decisions that they make with respect to their policies and programs  often made by leaders who have a vested interest in the status quo, their capacity to manage. Takes time, takes good organization. Change can be thwarted at any step of the process.
