Funding from the private sector increased even while this sector was reducing investments in its own research in recent years. This trend in university research funding coincides with substantial investments by the federal government over that period. Between 1997 and 2006, the federal government almost tripled is annual investments. It is interesting to note that federal funding for university research often requires matching funding from other sectors, which makes federal investments a catalyst for investments from all other sectors. There is now a well developed not-for-profit drug development sector that is developing discarded drugs or drugs approved for other indications. ICAV differs in that we are assessing the global academic discoveries that have been sitting on the shelf because tech transfer offices have been unable to find partners  so we are not competing with the for-profit sector, we are augmenting the activity. ICAV sits within the not-for-profit sector with some overlap with the Research Institutions since we intend to fund some late stage research projects. ICAV adds value by progressing the compounds through pre-clinical development and where appropriate would seek to license back to the for-profit sector while retaining rights for the developing world.
